The essence of the law “On education”
By law, everyone is guaranteed equal rights to education, regardless of sex, race, nationality, language, religion, social origin, nationality, personal and social status.
Types of training include:
* pre-school education and training;
* general secondary and secondary special education;
* professional training;
* higher education;
* education after higher education;
* retraining of personnel and improving their skills;
* extracurricular education.
General secondary education includes I-XI classes.
Secondary special education is carried out in academic lyceums on the basis of 9 years of basic secondary education for 2 years.
Professional education is divided into primary, secondary and secondary special professional education levels.
Primary professional education is carried out free of charge on the basis of an 2-year integrated program in the form of full-time education on the basis of graduates of IX classes in vocational schools.
Secondary professional education in colleges is carried out on the basis of state order or payment-contract forms of daytime, evening and correspondence education, the duration of which is up to 2 years.
Secondary professional education in technical schools is carried out on the basis of state order or payment-contract forms of full-time, evening and correspondence education, the duration of which is at least 2 years.
Postgraduate education can be obtained in higher education and scientific organizations.
Post-graduate education provides for the preparation of scientific and scientific-pedagogical personnel with a scientific degree on the basis of a base doctorate, doctorate and independent research, which provides for in-depth study of the specialty and conducting scientific research in order to prepare and protect the doctoral dissertation.
Forms of Education:
• training in case of separation from production (full-time);
• training without separation from production (correspondence, evening, distance);
* dual learning;
• education in the family and independent education;
• teaching adults and teaching them;
* inclusive education;
* education in the mode of ecsternation;
* training of personnel in the field of Defense, Security and law enforcement activities.
According to the law, the state Higher Education, Secondary special, professional educational institutions and their branches, as well as higher, secondary special, professional educational organizations with state participation and their branches are organized by the decree of the president or the government.
The organization of non-governmental educational institutions is carried out by their founders.
The license to non-state educational organizations is issued by the state agency for quality control of Education.
Admission to educational institutions is carried out on the basis of a print-out provision of equal opportunities for education for all applicants, except for certain categories of persons, they can be granted benefits in accordance with the legislation.
Educational organizations must acquaint applicants and (or) their parents or other legal representatives with the charter, license (for non-governmental educational organizations), certificate of state accreditation, educational program and other documents regulating educational activities, the rights and obligations of Education recipients.
Children with physical, mental, sensory (sensory) or mental defects are admitted to study with the consent of their parents or other legal representatives and the conclusion of the medical-psychological-pedagogical Commission.
Admission to some educational institutions (higher educational institutions, academic lyceums, the President, creativity, specialized schools, etc.) is carried out on a competitive basis.
Admission to state Higher Education and professional educational institutions is carried out on the basis of a state grant and (or) payment-contract.
Admission of foreign citizens to the state educational institutions of Uzbekistan is carried out on the basis of payment-contract (except for cases where a state grant is allocated from this).
The procedure for admission to state educational institutions is determined by the Cabinet of Ministers.
The procedure for admission to non-state educational organizations is determined by these educational organizations.
The parameters of admission to higher education institutions on the basis of a state grant are determined by the President.
During admission to higher educational institutions, additional admission parameters for preferential contingent are established.
Also, with this law, the laws “on education”on August 29, 1997 and “on the national program of training of personnel”lost their strength.
This law comes into force from the date of its official publication.
