The headquarters and archive are directly subordinated to the Director of the Regional Center.

Functions of General Department and Archive  include:

- acceptance, registration and delivery of documents received to the regional center, registration of the submitted documents;

- organization and analysis of control over the execution of documents, submitting relevant reports to the Director of the Regional Center;

- registration of regional center orders and their delivery to the performers;

- developing appropriate measures during the proceedings and work with documents;

- registration of applications, proposals and complaints from physical and legal persons, sending information about their execution to the relevant physical and legal persons;

- ensure that the applications of individuals and legal entities are registered, communicated to the top management and accepted by the Director of the Regional Center and ensures that relevant responses are provided in accordance with the law;

- creation of accounting documents in archives, compilation of documents in archives and departmental archives and submission to "Uzarkhiv" agency;

- maintaining archive documentation of the Regional Center;

- collection of documents, list of archive funds, archival fund, collection of archives, archive fundraising;

- ensuring the integrity of the staff of the Regional Center and the documentation of the organization.

The general department and archive may also have other duties envisaged by the law.
