About the State Inspectorate for Supervision of Quality of Education
Chapter 1. General rules
1. This Statute defines the status, main tasks, functions, rights and responsibilities of the State Inspectorate for Supervision of the quality of education under the Cabinet of Ministers of the Republic of Uzbekistan, as well as the organization of its activity.
2. State inspectorate in the education system, regardless of departmental affiliation and organizational-legal form, implementing the state policy on control over the quality of educational process, faculty, staff training and qualification upgrading is a specially authorized state body that carries out attestation and state accreditation of educational institutions.
3. The state inspection is in charge of its activity and reports to the Cabinet of Ministers of the Republic of Uzbekistan.
4. The State Inspection is a legal entity, has the seal of the State Emblem of the Republic of Uzbekistan and its name in the official language, in an independent balance, Treasury of the Ministry of Finance of the Republic of Uzbekistan, with budgetary and extraordinary personal treasury bills; has it?
5. The State Inspection in the activity is guided by the Constitution and the laws of the Republic of Uzbekistan, decisions of the Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and ordinances of the Cabinet of Ministers of the Republic of Uzbekistan, the law.
6. The state inspection includes the territorial subdivisions of the Republic of Karakalpakstan and regions, which do not have the status of legal entity (hereinafter referred to as the Regional Departments).
Regional offices carry out their activities in accordance with the regulations approved by the State Inspectorate.
7.The State Inspectorate carries out its activities in cooperation with state and local authorities, local authorities, non-governmental non-profit organizations and other organizations.
Chapter 2. The main tasks and functions of the State Inspection
8.The main tasks of the State Inspection are as follows:
Implementation of the state policy on educational process in educational process, teaching staff composition, quality control of personnel training and qualification categories for pedagogical personnel;
Attestation and accreditation of educational institutions irrespective of departmental affiliation and ownership;
to analyze students', students' and listeners' knowledge of state educational standards, state requirements and qualification requirements of the Republic of Uzbekistan, and determine the rating of educational institutions;
Organization of granting licenses to non-state educational institutions as a working body of the Commission for the licensing of non-state educational institutions of the Cabinet of Ministers of the Republic of Uzbekistan;
Identification and identification of educational documents issued abroad;
Examination of documents submitted for issuance of permits for educational activities of foreign educational institutions on the territory of the Republic;
Apostillation of official documents issued by educational and research institutions.
9. The State Inspectorate performs the following functions for performance of its tasks:
a) in the sphere of realization of the state policy on control over the quality of educational process, the teaching staff structure, the training and qualification upgrading of the personnel in the education system:
Systematic analysis of students', students' and listeners' compliance with state education standards, government requirements and qualifications of the Republic of Turkey;
Development of drafts of normative-legal acts on assignment of positions and qualification categories to teaching staff;
Preparation and approval of schedules of organization of qualification categories of teachers;
coordination and control over the organization and administration of education and management bodies in the field of education and of the local executive authorities in accordance with the teaching staff;
Formation of a database on assignment of positions and qualification categories of teachers;
Organization of provision of positions and qualification categories to teachers;
To provide pedagogical personnel with positions and qualification categories certificates for qualification categories of the established sample;
Announcement of certificates of qualifications and qualification categories on the results of control tests of teaching staff on the official website of State Inspection;
Development of proposals on improving the qualification requirements of the employers in the quality control of the quality of staff training on the basis of proposals on the quality of staff training;
examination of state curriculum, state requirements and qualification requirements, as well as curricula and programs developed on the basis of all types of education;
Organization and implementation of monitoring of educational and training quality in educational institutions;
control over the results of the Olympiads, competitions and various contests organized in the system of continuous education;
Establish international cooperation in the field of quality assurance in education;
b) in the field of attestation and accreditation of educational institutions regardless of departmental affiliation and legal form:
Together with the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, the Center for Secondary Special and Professional Education, and the Ministry of Public Education, I would like to emphasize the quality of education and the evaluation of educational institutions, zones development;
Implementation of a set of measures to control the quality of education and development of control materials used in the certification process, to protect confidentiality;
elaborating and improving the mechanism for selecting such experts based on the results of selection, training and education of experts involved in attestation of educational institutions;
elaboration and approval of educational standards certification schemes;
coordination and control over certification and accreditation of educational institutions;
monitoring the quality of education, timely elimination of identified deficiencies in the certification process;
State accreditation of educational institutions based on certification results;
Keeping a register of educational institutions accredited by the State;
preparation of expert conclusions, reports, analytical materials on the process and results of attestation of educational institutions;
preparation of relevant conclusions on establishment (reorganization, liquidation) of educational institutions and revision of their status, irrespective of their organizational and legal form;
c) Analyzing the knowledge of students, students and trainees in conformity with the state educational standards of the Republic of Uzbekistan, government requirements and qualification requirements,
develop control materials to identify learners, students, listeners;
control over the results, analysis of results, identifying factors affecting the quality of education, including the level of educational background of graduates on the basis of general education and vocational sciences at educational institutions. identifying the factors affecting the quality of education by monitoring the quality of the unit;
organizing intellectual competitions and competitions aimed at improving the quality of education among students, students and listeners, studying the level of state education standards, state requirements and qualification requirements;
organization of development of organizational and legal and methodological guidelines for monitoring and controlling the quality of education and training;
monitoring the quality of education and training based on modern information and telecommunication technologies;
conducting public surveys to study quality of teaching and training in educational institutions;
Preparation of analytical information on the results of education quality evaluation;
defining educational institutions in general on the quality of education and training based on the results of the quality assessment;
g) as a working body of the Commission on licensing of non-state educational institutions of the Cabinet of Ministers of the Republic of Uzbekistan in the area of licensing non-governmental educational institutions:
acceptance of applications and licensing of applications for licensing;
Preparation of expert opinion on results of consideration of applications of applicants;
to inform applicants about results of consideration of applications;
formalization of licenses and transfer to non-state educational institutions on the basis of positive expert conclusions;
d) in the field of recognition and nostrification of education documents issued abroad:
Representatives of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan, the Ministry of Public Education, the Ministry of Justice and other concerned ministries and departments shall be given foreign educational licenses the formation and organization of the expert commission (hereinafter referred to as the Expert Commission) for the examination of recognition and identification of the documents on the subject;
Acceptance of education and other documents required for identification and nostrification of educational documents issued by applicants abroad (identification of equivalence);
identification of all necessary documents for the process of nostrification of the education documents (registration of the equivalency) and the organization of sending materials to expert opinion;
Organization of preparation of conclusions as a result of the examination of the education document presented for the Nostrification (Equivalence Certificate) by the Expert Commission;
Informing the bidder about the conclusion of the expert commission;
organization of registration of certificates of the country of origin of the application for recognition of the documents on education in foreign countries and the applicant whose nomination has been carried out;
e) In the field of examination of documents submitted for issuance of permits to conduct educational activities of foreign educational institutions on the territory of the republic:
acceptance of documents for issuance of permits for educational activities of foreign educational institutions on the territory of the Republic;
Examination of documents submitted for issuance of permits for educational activities of foreign educational institutions on the territory of the Republic;
Preparation of expert opinion on sufficiency of pedagogical cadres, material and technical base, educational and laboratory equipment and other technical means for implementation of educational programs;
j) in the area of apostilling the official documents issued by educational and research institutions:
Acceptance and registration of apostille documents and related documents;
consideration of a petition for apostille;
to inform the applicant on the results of consideration of the application for Apostillation.
10. The territorial subdivisions carry out the following tasks:
Carry out certification of educational institutions, to coordinate and control its quality and effectiveness;
Coordination of cooperation between the State Inspectorate and territorial bodies of education in the process of certification of educational institutions;
in the process of attestation of higher educational institutions, postgraduate training and retraining and improvement of qualification of higher educational institutions coordination of attestation process;
Carry out organizational work in the process of monitoring and quality control of education and training.
Chapter 3. Rights and responsibilities of the State Inspection
The State Inspection has the following rights to carry out the tasks and functions entrusted to it:
obtaining the necessary information and materials from ministries, agencies and educational institutions to fulfill their assigned tasks and functions;
educational institutions, educational institutions, teaching staff, staff training and quality control of educational and scientific-research institutions in accordance with the legislation on education suspend the enforcement of orders, decrees and resolutions adopted in violation;
Check the quality of education in educational institutions, compliance with curricula and programs of all types of education in accordance with state educational standards, requirements of the state and qualification requirements;
request information from education authorities and educational institutions on the work done to eliminate identified deficiencies in the certification process;
Providing scientific-methodical and information-consulting services on a contractual basis;
to identify innovative educational laboratories, to identify targeted research, creative groups, scientific and educational institutions with the involvement of ministries and agencies, academics, academics, trainers and methodologists, as well as foreign experts to address their tasks. establishing committees and commissions;
within its competence, to enhance cooperation with ministries and agencies, international and foreign organizations;
participation in international conferences, congresses, symposiums, workshops and seminars on the issues of quality of education and training, and participation in negotiations on interstate and intergovernmental cooperation;
monitoring the quality of education, conferences, meetings, seminars and workshops with the involvement of local government and education authorities, civil self-governance bodies, heads and specialists of non-governmental non-profit organizations on issues within their competence; carrying out other activities;
development of training manuals, methodological developments and control materials at the institutions which are in their jurisdiction;
Apply penalties for heads and pedagogical staff of these institutions for identified deficiencies and shortcomings in the quality of education during the certification process of educational institutions.
The State Inspection may also have other rights under the law.
The State Inspectorate shall have the right to adopt normative legal acts which are binding on ministries, state committees, departments, local authorities, other organizations, officials and citizens within its competence.
The State Inspectorate has the right, in necessary cases, to make joint decisions and other documents in conformity with the established procedures, with other public administration bodies.
The State Inspectorate shall be responsible in the manner prescribed by the legislation for the performance of its tasks and functions.
Chapter 4. Organization of the State Inspection's activity
The State Inspection is headed by the head appointed and dismissed by the Cabinet of Ministers of the Republic of Uzbekistan.
The head of the State Inspectorate shall be the Deputy Assistant to be appointed and relieved of by the position established by the Cabinet of Ministers of the Republic of Uzbekistan.
The Minister of Health of the Republic of Uzbekistan, the Deputy Minister - respectively, Deputy Minister of the State Inspection.
Heads of departments, heads of departments and departments of the State Inspection are appointed and dismissed by the Head of the State Inspectorate of Territorial Department staff.
Head of State Inspection:
Directly supervises the activities of the State Inspectorate and personally responds to the performance of tasks and functions assigned to the State Inspectorate;
Publishes orders and directives which are mandatory by the State inspection staff;
Approve regulations on structural subdivisions and territorial divisions of the State Inspection;
Makes decisions on issues within the competence of the State Inspection;
Organizes the current and prospective plans of the State Inspection's activity;
Encourages employees of the State Inspectorate and recommends them to award state awards, honorary titles, honorary titles;
In case of necessity disciplinary liability is imposed on employees of the State inspection.
The head of the State Inspectorate may exercise other powers in accordance with the legislation.
16. The State Inspection will organize a scientific and methodological council consisting of the Head of the State Inspectorate, his Deputy, Heads of Departments, Heads of Departments and highly qualified personnel. The number and personal composition of the scientific and methodical council is confirmed by the order of the head of the State Inspection.
17. The Scientific and Methodological Council considers issues relating to scientific, methodical and normative-legal acts concerning the process of realization of the tasks assigned to the State Inspectorate in accordance with this Provision.
Decisions of the Scientific and Methodological Council are executed by the order of the head of the State Inspectorate.
Chapter 5. Financing of State Inspection activities
The activities of the State Inspection are financed from the following sources:
Means of the State budget of the Republic of Uzbekistan;
Sponsors - legal entities and individuals, residents of the Republic of Uzbekistan and non-residents;
grants, income from service, and other sources not prohibited by law.
The cost estimate of the State Inspection Inspection, the revenues and expenditure estimate shall be approved by the Chief Inspector of the State Inspection and registered in the Ministry of Finance of the Republic of Uzbekistan.
The State Inspectorate may, at the invitation of its trade union, make a surcharge for the heads and staff of the State Inspection and reward the equivalent of a monthly salary.
Chapter 6. The final rule
21. The reorganization and liquidation of the State Inspection shall be carried out in accordance with the procedure established by the legislation.
