The next meeting of the Council of Gulistan State University was held on October 30, 2023. In it, the rector of the university, chairman of the Council M. Khodzhiyev made a presentation on the tasks set in the "Uzbekistan-2030" strategy in the field of higher and professional education, science and innovation. In accordance with the agenda, M. Khodzhiyev in his speech referred to the President of the Republic of Uzbekistan's September 11, 2023, on measures to implement the strategy "Uzbekistan-2030" in quality and time in 2023. PQ-300 gave a report on the purpose and content of the decision.

Vice-rectors, heads of departments, faculty deans and heads of departments, as well as the executive director of the university's academic lyceum and directors of technical institutes participated in the council.
