ILLEGAL TREE AND SHRUB CUTTING MAY RESULT IN FINES

To obtain a permit for cutting trees or shrubs, citizens must either visit Public Service Centers in person with a request form or use the Unified Portal of Interactive Public Services.
A permit is issued free of charge for trees and shrubs damaged due to natural factors, pests, or diseases, or those posing a threat to human life, health, or the property of individuals and organizations.
No permit is required to cut trees or shrubs (e.g., poplars, fast-growing species, mulberry plantations, fruit trees and shrubs) that belong to legal or natural persons and are planted for timber or yield.
Cutting trees and shrubs outside the State Forest Fund without a permit is prohibited.
For permit issuance, local environmental authorities send assessments to district (city) khokimiyats, which issue permits based on these conclusions. A 30% of the Base Calculated Value service fee is charged.
Unauthorized cutting, damaging, destroying, or relocating of trees, shrubs, or seedlings leads to fines under the Administrative Responsibility Code of the Republic of Uzbekistan.
A permit is still required for cutting trees not part of the State Forest Fund.
If a citizen believes that trees or shrubs near their home pose a threat to their residence, power lines, surroundings, or health, they must apply via Public Service Centers or the online portal.
The applicant must fill out a form and pay the required fee. The request is then forwarded to the district (city) khokimiyat and the State Ecology Committee.
Within 5 days, the Ecology Committee inspects the condition and compatibility of the trees for removal and sends a conclusion including the payment amount.
Upon receiving a positive conclusion, the applicant must pay the indicated amount within 4 working days.
The khokimiyat will, within 1 working day, issue the permit once the payment is confirmed, and send it to the applicant either via the service center or electronically.
