Regulations on the procedure for conducting qualifying examinations This Provision is developed according to the Decree of the President of the Republic of Uzbekistan from July 24, 2012 of No. UP-4456 "About further enhancement of system of training and certification of highly skilled scientific and scientific-pedagogical cadres" Article 30 of the Law of the Republic of Uzbekistan "On the procedure for awarding the doctor of science degree", the content and qualification exams which are to be submitted by the applicants for the degree of Doctor of Science defines the order of Qualification examinations are an important part of certification of academic and scientific-pedagogical staff. Qualifying exams for citizens of the Republic of Uzbekistan are subject to specialization in "Newest History of Uzbekistan", "Foreign language" and subject of dissertation, as well as in the field of science, in subjects specified in items 4-7 of the present Regulation. These examinations are based on the programs developed by the leading higher education institutions and research institutions and approved by the Higher Attestation Commission of the Republic of Uzbekistan (hereinafter referred to as the MAC of the Republic of Uzbekistan). Applicants will also take qualification exams on economics in order to obtain a doctoral degree in economics. Applicants for a doctorate in pedagogical sciences also pass the qualification exam on the subject "General Pedagogy, Pedagogy and History of Education". Foreign language can be tested in English, French or German. In case of necessity to know a foreign language in order to carry out the dissertation work, the qualifying examination may be passed from this language, in consultation with the Academy of Sciences of Uzbekistan. In order to obtain a Ph.D. degree in foreign languages, applicants will pass a qualification exam on the second foreign language. If the candidate's degree or master's thesis does not comply with the direction of his / her dissertation, the subject matter of the subject matter, additional qualification exam (or exams) on the subject, which covers a wide range of general methodological and theoretical problems. The examinations to be held are defined by the Academy of Sciences of the Republic of Uzbekistan.
Qualification examinations, which must be submitted to the specialization in cases where the Bachelor's degree in higher education is fundamentally different from the field of thesis, is defined by the NAC of the Republic of Uzbekistan.
Examinations on additional subjects will be awarded to the leading higher education institutions specializing in the field of science in accordance with the programs approved by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.
The right to qualify exams is the highest academic qualification, which has scientific and scientific-pedagogical potential, as well as adequate material and technical basis, existing scientific-organizational structures (department, department, laboratory) and scientific and research institutions.
Higher education and research institutions that have the right to pass qualifying exams are required to take the same exams from applicants from other institutions that do not have the right to take the exam.
Qualifying examinations in the subject matter discipline are accepted by the Commissions for Qualification Examination at the institutions operating in the councils for the protection of the dissertation.
The Discipline Examination Department determines the level of theoretical and professional training of the applicant, the history of its formation and development, general concepts and methodological issues, sources, basic theoretical and practical problems of the given knowledge network, scientific literature, including foreign periodicals and modern methods of scientific research.
Discipline Examination consists of two parts: the exemplary program approved by the Academy of Sciences of the Republic of Uzbekistan and the minimum qualification of the higher education (faculties), which is developed by the relevant department (department, laboratory), approved by the Academic Council of the research institution, under the program.
An additional program should include the new sections of the Science Network and the sections related to the direction of the research, as well as the achievements of this science-based network and the latest literature. In this section of the specialization program, the applicant must demonstrate the current status, problems and prospects of the relevant field of science, the role, novelty and significance of conducting research.
Qualification Examination Commissions are formed for a period of one year with the approval of the head of the higher education or research institution in each subject, agreed with the RCP. The Commission is composed of five to seven members consisting of qualified scientific and scientific-pedagogical staff of scientific degrees, including a chairman of the academic degree of Doctor of Science in the field of science. Except for the Chairman of the Commission, there must be at least two doctors of the Commission.
The Foreign Language Qualification Examination Commission consists of five - seven members consisting of teachers from foreign languages departments (at least two having a degree of academic degree), including a doctorate in the specialty of a candidate with a degree of academic degree and a specialist who can speak freely in a foreign language, is formed for one year with the approval of the OAJ.
Qualifying Examiners are eligible to take exams if at least four of their members, including a physician, are attending.
The list of Bidder shall be executed by the order and announced to the public. The place and time of the qualifying exam must be clearly specified in the command.
Qualifying examinations are accepted three times a year in the form of sessions: February, May and November.
During one session, the applicant will be allowed to pass more than two qualifying exams.
The issue of qualifying exams during the externally-held session is settled by the qualifying examiner.
The exam accepting institution should send the list of applicants, the time of the exam, the place and the composition of the commission five days before the qualifying exam, along with a letter of surveillance, to the OCR.
It is forbidden to take qualification exams without informing the Academy of Sciences of the Republic of Uzbekistan.
Qualification examinations may be attended by members of the relevant council, institution director (rector, chief), deputy director (pro-rector, deputy head), representatives of the ministry or agency.
The Academy of Sciences of the Republic of Uzbekistan may delegate its representatives to take part in and participate in qualifying exams. In case of qualifying exams, the National Academy of Sciences of Uzbekistan cancels the results of the exam.
Qualifying examinations may be conducted in writing and verbal forms of tickets. The Applicant uses the test sheets for response. Exam paper will be maintained for one year after the exam.
The Applicant will answer questions on the ticket to the members of the Exam Commission. Members of the Exam Committee have the right to ask the applicant additional questions in the subject matter of the exam. Upon the results of the examination, each member of the commission shall inform the chairperson of the commission. The Chairperson of the Commission issues a common arithmetic average.
The Bidder's level of knowledge is evaluated on a 100-point scale. The assessment will be "excellent" (86-100), "good" (71-85), "satisfactory" (55-70) and "unsatisfactory" (0-54).
When submitting a qualification examination in the specialization subject area, the applicant will be given a positive evaluation only if the program demonstrates a solid, detailed knowledge of the program.
For each applicant, the qualifying exam report must be completed and the exam questions will be written to the applicant.
The qualifying exam report is signed by the members of the commission, who have their degree, academic title and specialization in the list of qualifications of the scientific and scientific-pedagogical cadres of the highest qualification.
The qualifying examination report shall be kept at the place of passing of the qualification exams after the approval of the head of the institution.
Each qualifying exam certificate is issued.
The Qualification Examination Certificate is valid for five years. The defense of a dissertation by the prospective Bidder shall be made within the validity of the certificate of qualification examination.
If the applicant fails to pass an exam for an excuse, he may be notified in accordance with the established procedure with the permission of the head of the institution, and may pass the exam at the current session.
Repeated examination of a qualifying exam is not permitted during one session.
The Applicant has the right to submit a complaint to the head of the institution during the current session upon the decision of the Qualifying Examination Committee. The decision of the head of the institution is absolute.
Rectors of HEIs, heads of scientific research institutions and their deputies (prorektors) are not permitted to pass qualification exams in their main workplaces.
In order to comply with the qualification requirements, the head of the institution in which the exam is taking place and the chairman of the examination commission are responsible.
The work of the Qualification Examination Commission is supervised by the Academy of Sciences of Uzbekistan and the leadership of the institution conducting the exam.
Institutions that have the right to pass qualifying exams are obliged to inform the National Olympic Committee of Uzbekistan about the results of exams once a year in December.
