The third goal of the Sustainable Development Goals is called “Promoting healthy lifestyles and the well-being of all residents” (hereafter SDG 3). SDG 3 aims to improve the health of the population in all aspects and to improve the living standards of the population.
SDG 3 includes the following goals and objectives:
3.1. By 2030, reduce by one third the maternal mortality rate.
3.2. By 2030, reduce by half the mortality of newborns and children under five years of age.
3.3. By 2030, reduce the incidence of tuberculosis and HIV, hepatitis, waterborne diseases and other communicable diseases.
3.4. By 2030, reduce by 30 per cent premature mortality among the population from cardiovascular, oncological diseases, diabetes mellitus and chronic respiratory diseases.
3.5. Strengthen the prevention and treatment of substance abuse, including narcotic drug and alcohol abuse (reducing harmful alcohol consumption by ten per cent).
3.6. By 2025, halve the number of road traffic accidents, including accidents due to traffic rules violations by pedestrians.
3.7. By 2030, ensure universal access to sexual and reproductive health-care services, including family planning, raise the marriageable age for girls to 18, and integrate of reproductive health into national strategies and programmes.
3.8. Achieve universal health coverage, including financial risk protection, through high level health-care services, access to quality essential healthcare services and access to safe, effective, quality and affordable essential medicines and vaccines for all.
3.9. Reduce the number of deaths and illnesses from water and air pollution and, hazardous chemicals, including chemical production and disposal sites.
3.à. Strengthen the implementation of the World Health Organization Framework Convention on Tobacco Control (international convention adopted in May 2003), as appropriate.
3.b. Support the research and development of vaccines and medicines for communicable and non communicable diseases that primarily affect developing countries, provide access to affordable essential medicines and vaccines, in accordance with the Doha Declaration on the TRIPS Agreement and Public Health, which affirms the right of developing countries to use the full the provisions of the Agreement on Trade-Related Aspects of Intellectual Property Rights regarding flexibilities to protect public health, and, in particular, provide access to medicines for all.
3.c. Successively increase health financing, personnel training and medical service provision, and ensure decent wages.
3.d. Ensure the implementation of the International Health Regulations (IHR is a basic WHO document, a modern edition of the rules was adopted on 25.05.2005 at the 58th session of the World Health Assembly) and preparedness for emergency public health interventions.
