The state requirements for pedagogical staff retraining and upgrading their qualifications in accordance with the laws of the Republic of Uzbekistan "On Education" and "National Program of Personnel Training" are retraining and defining the mandatory requirements for upgrading system.

The state requirements for the retraining and upgrading of pedagogical staff, curriculum and programs, as well as the educational process of training and retraining of educational institutions, the quality and control the quality of education, certification of their activity is basis for the development of other documents that regulate the procedure of conduct.
The fulfillment of state requirements for retraining and improvement of professional skills of pedagogical personnel is obligatory for all educational institutions located on the territory of the Republic of Uzbekistan irrespective of departmental affiliation and ownership forms.
The state requirements for retraining and improving the qualification of pedagogical staff include the prospects of socio-economic development of the country, the development of new educational technologies and non-traditional forms of teaching, the world's achievements in the retraining and professional development of pedagogical cadres  may be amended and supplemented during the implementation of the National Training Program.
