Mansur Nasridinovich Tuychiev attended Gulistan State University from 2005 to 2009.
Following his studies, he served as the manager of the Umurzok farm in the Syrdarya district from 2009 to 2011.
From 2011 to 2025, he worked for the State Security Service in the Syrdarya region.
As of August 2025, he has taken on the role of head of the department responsible for managing the "Compliance Control" anti-corruption system at Gulistan State University.

Main functional responsibilities of the head of the department and chief specialist of the anti-corruption system “Compliance Control” of Gulistan State University

The main functional responsibilities of the head of the department are: - carries out general management of the department, organizes the work of the department, bears full responsibility for the implementation of the tasks and functions assigned to the department and compliance with discipline; - monitors compliance with anti-corruption legislation and regulations at Gulistan State University; - develops measures and work plans aimed at preventing corruption offenses, ensures their complete, high-quality and timely implementation; - organizes events aimed at implementing the “Corruption-Free Sector” project at Gulistan State University; - prepares analytical materials on the fight against corruption based on studying advanced foreign experience; - establishes effective cooperation with civil society institutions, law enforcement and control authorities, parents in the fight against corruption; - monitors compliance with requirements and organizes training and education for persons responsible for combating corruption; - Monitors the ongoing work to prevent corruption at Gulistan State University, presents analytical materials to management; - is a member of the Council of Gulistan State University and participates in meetings; - develops documents on issues related to the activities of the department, as well as ensures consideration of submitted draft documents and prepares proposals; - develops and ensures the implementation of measures to further improve the work of the department; - considers requests from individuals and legal entities related to the activities of the department and fully complies with performance discipline; - carries out other functional tasks within the limits of its powers in accordance with the law. The main functional responsibilities of the chief specialist of the department are: - organizes meetings with the teaching staff of Gulistan State University, students, youth, as well as individuals and legal entities, studies systemic problems that concern them; the risks of corruption in a higher education institution are high, determines the directions, causes and conditions for committing corruption offenses; - participates in attracting specialists to research, inspections, analyzes and development of proposals related to the fight against corruption;
